Developing a needs statement is critical in proposal development. It outlines what the need is you are proposing to meet with your project or program. Like many aspects of grant writing, a needs statement should hit the head AND hit the heart. Outline what the need is, have three supporting data points that support the need and include a story that demonstrates need.
